Item 1:  Welcome

The Chairperson introduced himself and welcomed delegates to the Annual General Meeting.  He requested that delegates introduce themselves when addressing the meeting for the benefit of the Minutes Secretary.

Item 4:  2007 Annual General Meeting Minutes

No amendments being proposed to the Minutes of the 2007 Annual General Meeting, Andy Barker (NSW) moved that they be accepted.  The motion was seconded by Wayne Phillips (Vic) and carried.

 

Item 5:  Business arising from 2007 Minutes

 

·        APGC Medal

Ted Ellis (NSW) drew delegates’ attention to a paper distributed at the meeting which set outs points for discussion.  He also distributed samples of medals currently awarded by the NSWPGC as examples of what could be produced for an APGC medal should the proposition be accepted.

 

Salient points are:  each State/Territory to have the opportunity to nominate one person per year to receive the medal; initial cost of production of medals to be borne equally by the States/Territories; each respective State/Territory to bear the cost of engraving its recipient’s name.

 

Discussion ensued re eligibility criteria (eg outstanding service to APGC over 10/20 years), design of the medal (Fred Brame (NSW) suggested five designs be obtained and presented to delegates for selection at the next Police Matchplay Delegates meeting in November ) and accompanying ribbon (perhaps in each State/Territory colour).

 

Garry Fulton (ACT) moved that the meeting accept the proposal for an APGC Medal as set out in the paper presented by the NSW delegates.  Seconded by Peter Schapel (SA) and carried.

 

·        Roll of Honour

The names of Wally Panamerenko (Western Australia) and Ross Crafter (ACT) who passed away since the last championships were nominated by their respective State secretary.

Item 7:  General Business

 

·        Bereavements

This matter was dealt with under Item 5 – Roll of Honour

 

·        2008 World Golf Championships

Garry Fulton (ACT) informed the delegates of information currently to hand in relation to the 2008 World Golf Championships to be held in South Africa.  The timing has yet to be settled but is proposed for May/June. South African organisers have suggested that there would be no nomination fees and cost of accommodation will be met by the tournament organisers, leaving participants to pay cost of travel only.  It would be for each State/Territory to determine whether to financially assist a participant.

 

The tournament will be a stroke event. Australia could send four representatives.  Expressions of interest have been received from:

Wayne Buick (ACT).

 

Tim Dahlstrom (ACT) proposed that the APGC nominate the above four delegates if a formal invitation is received from South Africa.  Seconded by Steve Verkerk (WA) and carried.

 

·        Amendment to Constitution – use of carts

Kim Nisbet (Qld) addressed the meeting on clause 7.1 of the Constitution and put forward for discussion whether the eligibility age should be reduced from 65 to 55 and whether the provision of a statement from a member’s club certifying that that member requires the use of a cart would suffice in lieu of a medical certificate.

 

The ACT delegates informed the meeting of difficulties encountered with organisation for the current Championships in meeting requests for carts.  For example, Royal Canberra can provide only 8 carts, necessitating the organisers to import carts.  The ACT Club was absorbing the costs associated with the provision of the additional carts.  Forty-eight participants aged 65 or over had requested carts for the current tournament.

 

Following discussion centring around similar difficulties with availability of carts in other jurisdictions, Tim Dahlstrom (ACT) suggested that the proposal to amend the Constitution in relation to usage of carts would be unlikely to be successful .

 

·        2008 Matchplay Championship

Alan Buckley (Vic) informed delegates that the 2008 Matchplay Championship will be held from 9-15 November and the courses to be played will be:  Yarrawonga; Cobram and Tocumwal.  Cost to participants will be $575 for the week.  Victoria is currently in negotiations with Tourism Victoria in relation to sponsorship.  Costs could decrease if negotiations are successful.

 

Steve Verkerk (WA) informed delegates that Western Australian would not be fielding a team for the Matchplay Championship because members could not afford the cost of travelling three times in one year to the eastern States.  This year, the ANZ Games as well as the Matchplay and Australian Championships will be held on the east coast.  He inquired whether it would be possible to reinstate the provision for a combined WA/NT team.  WA and NT would accept their ineligibility to win the Matchplay Championship, but the combined team would present an opportunity for members from those jurisdictions to gain experience in the matchplay championship.

 

Discussion also ensued as to the possibility of staggering the years in which the Matchplay Championships and ANZ Games would be held as another way in which costs could be alleviated for WA and NT.

 

Garry Fulton (ACT) suggested that WA/NT put forward a proposal re a combined team to be discussed by the Matchplay Committee at its meeting in November.

 


 

·        Application to host 2010 APGC

Andy Barker (NSW) informed the delegates of NSW’ proposal to host the 2010 Championships in Sydney from 21-26 March.  Courses to be played will be The Lakes, NSW, St Michael’s and Bonnie Doone.  Confirmation had been received from the first three courses.  Contingency plans included the Australian and Coast golf courses.  NSW had considered holding the competition in the Port Stephens/Newcastle area but logistical problems surrounding distances to be travelled between courses had proved too great.

 

Tim Dahlstrom (ACT) moved that the delegates accept NSW’ proposal.  Motion carried.

 

·        2009 APGC

Craig Waterhouse (Tas) distributed an information brochure on arrangements thus far for the 2009 Championships to be held 1-6 March in Hobart.  Wrest Point has been secured as a major sponsor.  He urged delegates to request their members to consider using Wrest Point for their accommodation in Hobart as this would assist with funding for the Championships.  Those participants who stayed at Wrest Point would receive free travel to/from the golf courses.  Up-to-date information concerning the Championships was contained on the website, a link to which was contained on the APGC website.

 

The Chairperson thanked the Tasmanian delegate for the overview of preparations for the 2009 Championships.

 

·        Other general business

Andy Barker (NSW) advised delegates that the ANZ Games would be held in Coffs Harbour.  Golf would be held on 14, 15 and 16 October.  There were spaces for 190 participants and 100 participants had already confirmed.  He would send out details of the competition to each State/Territory Secretary.

 

Jim Edwards (ACT) addressed the meeting in relation to the current Championships.  He requested that all team nominations be lodged by 5.00pm that day.  He reminded delegates that all players must complete their cards and ensure that their current handicaps are correct.  He informed delegates that Gold Creek uses preferred lies within one club length.  He stressed dress code to be adhered to at Royal Canberra:  short (not ankle length) white sox, dress shorts, golf pants; shirts with a collar.  Royal Canberra does not permit mobile phones in the Clubhouse.  Mobile phones are not to be used on any golf course.  An invitation has been issued to participants to play in a pro competition at Queanbeyan on the free day, Wednesday.  He advised delegates that he would also appraise all participants of the above facts at the welcoming ceremony .

 

Garry Fulton (ACT) placed on record thanks to Steve Verkerk (WA) for assistance with computer programming to facilitate completion of the draw.  In that regard, Steve urged delegates to ensure that State Secretaries in future checked all nominations for correctness as difficulties had been encountered through some of this year’s nominations being incomplete/incorrect.  He also suggested that closing dates for future Championships be brought forward to mid-December.  It is to be hoped that in the near future it will be possible to register on line, with information then automatically being transferred to a database to be used to complete the draw. 

 

Item 8:  Close of business

The Chairperson closed the meeting at 12.55 pm.
